"Artificial Lure Only"' "Catch and Release", "Single Hook" And "Fly Fishing Only" all mean the same thing   The Home page states 3 thing to be presented to the Advisory Board.
  1. Increase stocking rate to once a month.
  2. Begin a Brown Trout stocking program.
  3. Introduce an Artificial Lure Only section from the Pumping Station to the Dam.

"Artificial Lure Only"' "Catch and Release", "Single Hook"
The terms do not mean the same thing however they would be applied to a single section of the river. That section has been termed the Quality Zone to encompass all of the proposed regulations.
Fly Fishing Only- has NEVER been the intent. Some may have inadvertently used the term but it is not and never been the intent.

I believe we had 8 or so presenters each discussing specifics within the proposal. I covered the introduction of Brown Trout.

Chris covered the use of Catch and Release as one of the regulations in the Quality Zone. I don't think he covered any other proposed regulations.

These regulations are needed b/c of the improvements that are coming. If things were only going to stay the same, I certainly wouldn't be pushing toward these proposals. Things are going to Change. We need to be prepared for that as a TU group (thus the proposal), The State needs to be prepared, and all fishermen must be prepared for the changes that are coming.

What happens when no regulations are put forth and no additional fish are stocked and no brown trout are introduced, yet 500-1000 more people each month are showing up to fish? At each meeting we attend with fishermen throughout the state there are two key limitations voiced to us concerning fishing the Sipsey. Flow and Access. When these improvements are completed these two limitations will be overcome.
When these people begin using a fishery without these proposals who is going to be benefited?
All those folks on a limited resource. Our proposal was an effort to be ready for and help provide the best fishing experience for the greatest number of people.

I believe these proposals will provide the best effort to conserve and protect the fishery while creating a GREAT fishing opportunity.

I hope we are making things more clear... I am working on a document that might also be useful, if I can ever get it finished.

Well regardless where you stand on this issue it has created more dialog and forum activity than anything thing else has. Good job Ihgaan  ;), I'm usually the one to start the ruckus  :D. By the way welcome to the forum.
Sharing ideas and views in a decent and orderly manner between people who could not reasonable meet face to face due to distance and time is what I believe the original intent of the web and forums.
Looking forward to seeinf ya'll on the water 8)

Thanks for the congrats.  That is my personal best after 7 years ;)  Using a 4wt and 6x tippet had my "sphincter" pretty tight and my heart rate up :)  Thanks to Scott for his netting ability or we might not have had a picture ;D

I personally believe that the increased flows have brought fish up from downstream. I'm thankful to see several nice big fish, but wouldn't want to go through the extended increased flows again :P

That's a Wonderful Catch and artfully done as accomplished on a 4wt with 6x!

Good discussion guys.  I've enjoyed reading the posts and clarifications by Brandon.  I appreciate Brandon taking the time to respond to all of the questions and counter-points.

Brandon is right in that all I covered at the DCNR meeting was the concept of catch and release in the "Quality Zone".  I think Scott hit the artificial lure only concept.  Anyway, lots was covered between the eight of us at the meeting.

And Jerre, that trout was truly a fine catch!  And thanks for giving me a shot at it one day by the release!  ;D  I may have to improve my angling skills to have a shot at a wiley trout like that one.
